NILO Ha Tien- Naval Intelligence in Cambodia 1970

Speaker: HL Serra, is the author of NILO Ha Tien- a Novel of Naval Intelligence in Cambodia. Mr. Serra served on the Cambodian Border under VADM Bud Zumwalt in 1970 as NILO Ha Tien. He is a San Diego lawyer and law professor, has lectured at the Office of Naval Intelligence in Washington DC, and was actively involved in the reintroduction of a system of jurisprudence in the fledgling Kingdom of Cambodia, a constitutional monarchy.

 

Subject: Mr. Serra will focus on the Operation SEALORDS NILOs and their missions on the Cambodian Border in 1970. Mr. Serra will describe some of his missions for VADM Zumwalt and those of other NILOs and N-2 Staff relating to Cambodia, and the Nixon/Kissinger attempts to end the Vietnam War.
