I always thought it was a sight for jumpers. Or a place to see the catwalk/under the bridge for maintenance.Though I like the bridge troll too.And for a long time tolls were collected both ways for about 50c each direction. I remember when it became one way only, then when the carpool lane was added for free, and finally when it became free both ways. I can't be the only one that remembers that far back (it wasn't that far).
Is it a back-up power generator or Warning Siren ??
