In addition, residents in four water districts in San Diego County were urged Thursday night to practice "extraordinary conservation measures" because of potential water shortages resulting from the power outage. Those districts are Fallbrook, Coronado, Valley Center and Ramona. Helix initially was on the list but was later removed.
Extraordinary conservation means using water only for essential indoor water use, said Dennis Cushman, assistant general manager of the San Diego County Water Authority, which distributes to local agencies. He said the challenges varied by district, but generally involved problems pumping water.
